  • Wrote commissioned paper on ethical issues in mental illness and addiction for the Standing Senate Committee On Social Affairs, Science And Technology -- Mental Health, Mental Illness and Addiction (the Kirby Commission), which became the basis for its Report 1, Overview of Policies and Programs in Canada, Chapter 11.
  • Prepared background research paper and gave opening address for FOCUS Conference on institutional conflict of interest in research for the Canadian Institutes of Health Research, developed within the Strategic Initiative for Developing Capacity in Ethical Review (SIDCER) program.
  • For Health Canada, prepared comprehensive overview of research ethics, focusing particularly on the duties of REBs and the rights of research participants in Canada.
  • Undertook comprehensive scan of institutional conflict of interest policies and documents at Canadian research institutions.
  • Undertook comprehensive review of federal legislation of provisions relating to integrity and health care and research.
  • For Health Canada, wrote issues paper for government department scientists on compliance with conflict of interest guidelines.

Policy Development

  • Consulted with the Interagency Advisory Panel on Research Ethics on the development of the 2nd edition of the Tri-Council Policy Statement.
  • Developed regulatory protocol to govern storing and sharing research-derived data and tissue from clinical trials for the National Institute on Drug Abuse (NIH).

Ethical-Legal Consulting

  • Gave expert advice to a major Toronto health law firm on litigation involving patient privacy and confidentiality.

DSMB Membership

  • NIH National Institute on Drug Abuse (NIDA) Data and Safety Monitoring Boards for more than 30 separate clinical trials, involving both medication and behavioural interventions.
  • US Department of Defense, Congressionally Directed Medical Research Programs review committees for defence-related clinical research.

Education and Training

  • Prepared and delivered workshop retreats on research ethics basics and selected issues to REBs including the National Research Council (Ottawa), McGill University, Athabasca University, Mount Royal University, Kwantlen University and the Queensway-Carleton Hospital.
  • Course on addiction research ethics for NIH National Institute on Drug Abuse, including lectures, case studies, role playing and interactive methods of training.
